Head of the Women’s Political Participation Program | Kiev post


The National Democratic Institute for International Affairs (NDI) is a non-profit organization working for the strengthening of democracy in the world. NDI’s programs are supported by the United States Agency for International Development (USAID), the United Kingdom, Sweden, Canada, the National Endowment for Democracy (NED) and other donors.

The NDI office in Ukraine is looking to hire a full-time program manager position for a women’s political participation program. This position reports to the Program Director. The post is based in Kiev and may require travel around the country once quarantine restrictions are lifted.

NDI Women’s Political Participation Programs aim to promote the benefits of gender equality and combat gender stereotypes, to motivate and ensure that women are ready for appointed and elected positions, to increase the visibility of women in politics, to support initiatives laws that promote gender equality in politics, promote gender-sensitive governance at the local level and the fight against violence against women in politics.

Summary of position
The program manager will manage the implementation of a women’s political participation program under the main direction of the program director. The Program Manager provides analytical, programmatic and administrative coordination of NDI’s work on gender equality. This is a supervisory position with a team of three direct reports.

Job Title: Program Manager, Women’s Political Participation

Tasks and Responsibilities:

  • Manage the day-to-day implementation of a FCDO-funded women’s political participation program in close coordination with the program director;
  • Lead the forward planning process of the program and ensure coordination and collaboration between teams;
  • Contribute to the development and implementation of the program’s short / medium and long term strategy;
  • Lead the development of strategic program documents such as work plans, monitoring and evaluation plans and regular weekly and quarterly reports;
  • Manage all aspects of the sub-grants from NDI to Ukrainian civil society organizations under the assigned program;
  • Ensure timely monitoring and evaluation of program activities and collect data for monitoring and evaluation purposes;
  • Provide day-to-day management, training, supervision and mentoring of a team of local program staff;
  • Develop briefing materials for staff, external consultants and program partners;
  • Organize information sessions for internal and external audiences on the content of the program, as assigned; and
  • Lead the organization, facilitation and conduct of training sessions, meetings, workshops and events to build the capacity of program partners and promote gender equality;
  • Maintain regular and effective internal communication on the program within the program teams based in Kiev and Washington;
  • Ensure compliance of program expenditures with established financial and operational policies and procedures;
  • Develop and manage relationships and communication with implementing partners and stakeholders;
  • Undertake other duties as assigned by the supervisor.


  • A bachelor’s degree in political science, sociology, international affairs, public administration or a related field is required. A master’s degree and / or specialization in gender studies highly preferred;
  • Demonstrated interest and understanding of reform, political processes, advancement of gender equality, women’s political participation and civic engagement in Ukraine;
  • At least seven years of progressively responsible professional experience in a related field;
  • Experience in all aspects of the program cycle, including design, coordination, operations, monitoring and evaluation; Experience with FCDO funded programs highly desirable;
  • Experience in the development, design and / or delivery of education or training programs is preferred;
  • Previous experience in managing sub-grants;
  • Demonstrated management and leadership skills to lead, inspire and motivate colleagues;
  • Strong interpersonal, communication and networking skills, and a demonstrated ability to establish and maintain professional relationships with program partners such as CSO leaders, national and local government representatives and donors;
  • Experience working to promote inclusion, particularly of women and other under-represented groups, is required;
  • Strong writing skills with the ability to present clear and concise analysis;
  • Demonstrated skills in initiative and leadership;
  • Demonstrated success in a team environment;
  • Ability to work in an organized manner and meet deadlines;
  • Fluency in Ukrainian and English;
  • Excellent computer skills (Microsoft Office programs, Google Suite, database management).
